Link Building is NOT optimisation, it is promotion, because each link you place is telling the visitors to that URL about your URL. So, like all promotion it should not be about the instant effect that it may have. The "experts" will always state that your link should be 'relative' to the topic, but relative is the wrong term. What they should say is related so that the visitors to 'A' can 'relate to', meaning "to understand the connection between 'A' and 'B' or "see the affinity between the two". Having this affinity means that those visitors are more likely to visit your URL and increase the possibility that they may tell others about it, and THAT is the real goal; a 100% truly natural link.
